On September 25, 1996, Deòdoro Carrasco Altamirano and Ernesto Zedillo Ponce de León, Governor of Oaxaca and President of Mexico at the time, initiated a direct campaign of extermination, genocide, and ethnocide against the Zapotec indigenous communities of our region. The repression was initially focused on the municipal seat San Agustín Loxicha, a marginalized town submerged in the most extreme poverty and hunger. Supposedly, the operation that Ernesto Zedillo called “all the State’s force,” was to arrest guerrillas. In this first flashy military-police operation, the members of the Municipal Government were arrested, as well as other citizens who have now been unjustly imprisoned for eleven years. A total of twelve indigenous people were framed for the federal offenses trumped up by the judicial authorities at the time, the state Attorney General Roberto Pedro Marguez Ballesteros, and others. Groups of white guards, sell-outs and local power bosses who have only attacked the people and looted our natural resources took their revenge, implementing a policy of terror and fear. To justify our supposed guilt for the false charges of belonging to an armed group, which we categorically deny, we were cruelly tortured both physically and psychologically at the time of our arrest and forced to sign blank pages. In the years that followed, eight of us were sentenced to 26, 29, 30, and 31 years in prison, and four more sentenced to 13 years and six months. These sentences are totally unjust. We have repeatedly said that we never committed a single crime. Four of the indigenous people mentioned should be out on parole, but due to the exclusive, predatory policies that we’ve been subjected to, are still held in prison. It should be noted that as a consequence of dozens and dozens of military-police operations carried out in the Loxicha region in ’96, ’97, ’98, and ’99, there were 200 illegal arrests, 155 Zapotecs jailed for political reasons and just for thinking differently in different prisons in this state and the country as a whole. There are still 250 arrest warrants and there have been 32 illegal house searches, 22 extrajudicial executions, 22 forced disappearances and an undetermined number of sexual abuses. Many indigenous people received death threats and others were harassed. The trials were plagued with irregularities and government misconduct.
At the present time, the Loxicha region is militarized. There are three Mixed Operation Bases in Magdalena, La Sirena, and San Agustín Loxicha. The presence of the vile police forces is of no help whatsoever in the region. On the contrary, for more than ten years, our teen-agers and children have been taught to use drugs, leading to the loss of their culture and their entry into the world of drug addiction.
Our message to the reigning governments is that in spite of our circumstances, we will never tire of exposing the abuses that the evil governments have subjected us to. We will continue to raise our voices until we are free.
In view of the facts mentioned above, the situation in Loxicha is of great concern. We ask the democratic organizations and honest, progressive people to take a stand and demand that the corresponding authorities grant us our freedom and order the exit of the army from our dear beloved town that witnessed our births.

El 25 de septiembre de 1996, Deòdoro Carrasco Altamirano y Ernesto Zedillo Ponce de León, Gobernador de Oaxaca y Presidente de México en aquel entonces, iniciaron una campaña de exterminio, genocidio y etnocidio de manera directa en contra de las comunidades indígenas zapotecas de nuestra región, y especialmente la represión inició en la cabecera municipal de San Agustín Loxicha, un pueblo marginado lleno de miseria y hambre, pueblo que fue denominado por Ernesto Zedillo como “Toda la fuerza del Estado”, supuestamente para detener guerrilleros. En este primer operativo aparatoso policiaco-militar fueron detenidos los integrantes del Cabildo Municipal, y otros ciudadanos que hoy cumplimos once años en prisión injustamente, 12 indígenas, fuimos incriminados por los delitos del fuero federal, fabricado y maquinados por las Autoridades Judiciales de aquel entonces, Procurador de Justicia del estado, Roberto Pedro Marguez Ballesteros; así también participaron los grupos de guardias blancas, entregadores y caciques que ellos mismos impulsaron como venganzas o como una política de terror y de miedo quienes únicamente han golpeado y saqueado los recursos naturales, de las comunidades de la región loxicha; y para justificar supuestamente nuestra culpabilidad de los lamentables hechos que nos acusan, de pertenecer a un grupo armado, que categóricamente no aceptamos, fuimos torturados cruelmente en el momento de nuestra detención de manera física y psicológica, obligándonos a firmar hojas en blanco, posteriormente después de largos varios años, 8 fuimos sentenciados a 26, 29, 30 y 31 años de prisión, y 4 más están sentenciados a 13 años y seis meses de prisión, penas privativas que son totalmente injusto, en repetidas ocasiones hemos dicho que estamos concientes que jamás cometimos delito alguno, los cuatro indígenas en mención ya alcanzan la preliberación, pero por las políticas depredadoras y excluyentes a los que hemos sido sometidos, siguen en prisión. Cabe hacer mención como consecuencia de decenas y decenas de operativos policiaco-militar, efectuados durante los años 96, 97, 98, 99, en la región loxicha, realizaron 200 detenciones ilegales, 155 indígenas zapotecos encarcelados en diferentes penales en el estado y en el país, por motivos políticos y solo por pensar diferente, quedan pendientes 250 órdenes de aprehensión, 32 cateos ilegales, 22 ejecuciones extrajudiciales, 22 desapariciones forzadas y un número indeterminado de abusos sexuales, muchos indígenas fueron amenazados de muerte, otros más fueron hostigados. Los procesos penales de los detenidos tuvieron muchas irregularidades viciados. Actualmente la región loxicha, se encuentra militarizada, existen tres Bases de operaciones Mixtas, en Magdalena, La Sirena y San Agustín Loxicha; los nefastos cuerpos policiacos en nada ayuda su presencia en la región, sino todo lo contrario por que desde hace más de 10 años, a los jóvenes y niños les han enseñado a usar droga, y de esta forma la juventud va perdiendo su cultura, entregándose al mundo de la drogadicción.
A los gobiernos en turno les decimos, a pesar de las circunstancias que nos encontramos no nos cansaremos de evidenciar los atropellos que somos objeto por los malos gobiernos, continuaremos levantando nuestras voces, hasta lograr nuestra libertad.
Por todo lo anterior es preocupante la situación en loxicha, pero lo que pedimos a las organizaciones democráticas, personalidades progresistas y honestas a pronunciar y exigir nuestra libertad ante las Autoridades Correspondientes y la salida del ejercito en nuestro querido y amado pueblo, que nos vio nacer.
