Today, November 2, marks one year of the resistance of the people of Oaxaca who confronted the Federal Preventive Police that tried to enter the University campus to evacuate the Radio Station of the Benito Juarez Autonomous University of Oaxaca. Thousands of Oaxacans, whether they were sympathizers with the social movement or not, succeeded in turning back police forces, using sticks, stones, and, above all, organization and solidarity.
To celebrate the one year anniversary of this event, the Popular Assembly of the Peoples of Oaxaca, APPO, called for a politico-cultural event at Cinco Señores in the city of Oaxaca. In the context of the traditional Day of the Dead celebration, an offering would be laid out over a sand carpet in honor of those killed, taken prisoner, and disappeared during the 2006 conflict. A number of different artistic groups were to participate during the day. (en español)
As had been widely announced, at 6:00 a.m. a group of people waited for the trucks bringing the sand for the carpet, closing off one of the four access roads to the intersection. Around 7:00 a.m., several bunker type trucks of the Special Operations Police Unit (UPOE) arrived, along with convoys of state police trucks and para-police forces on motorcycles. They irresponsibly rode into the demonstration, endangering the demonstrators. They instantly used excessive force to arrest an undetermined number of people and set up a checkpoint operation on the site, at which they searched the belongings of passersby and arrested “suspicious” people believed to have participated in the events. Likewise, neighbors in the surrounding area denounced the entry of police forces into private homes in search of participants believed to be sheltered there.
As of now, two people are reported wounded at the Civil Hospital and around 43 people arrested and taken to the headquarters of the Ministry of Citizen Protection in Santa María Coyotepec; according to the denunciations of those arrested, they were beaten at the headquarters. They arrested people have been released, but two people are believed to have been disappeared.
These repressive actions by the State Government are a bad sign for an in depth solution to the social conflict generated precisely by the authoritarianism of this government. Trying to silence citizen protests through police force and terror reflects nothing other than the political inability to govern the life of a state submerged in poverty and desperation, whose people are seeking democratic forms of participation.
Democratic life in a society is only possible through constructive dialogue and corresponding social responsibility. But once again, it is clear that the call by Ulises Ruiz Ortiz to undertake state reforms is simply a simulation because these actions reflecting a fascist policy show us that the gateways to democracy are closed.
The repression of this demonstration is an act of tremendous political clumsiness––first, because Mexican people traditionally place offerings on November 2 to remember their dead; second, because the social movement tried to peacefully commemorate the event in which its participants stoically resisted the aggression of the Federal Preventive Police against a university space; and, lastly, because this was a previously announced artistic demonstration. The repression against this demonstration held by people who for more than a year have resisted attacks consisting of human rights violations, is a shameful action for a government that repeatedly tells itself that “nothing’s going on in Oaxaca,” when we all know that the consequences of the strategies of the state of intimidation and terrorism will provoke confrontations even more difficult to control.
The least the government could have done is to respect the previously announced celebration as a sign of its willingness to achieve reconciliation.
In the face of these events, the Mexican League for the Defense of Human Rights states the following:
- We hold Ulises Ruiz Ortiz responsible for the aggressions against the participants in the social movement, as well as any aggressions they may suffer in the aftermath, given that at this very moment demonstrators continue to be threatened by police forces in peaceful demonstrations that are taking place.
- We condemn the government’s hostile utilization of the system of justice to criminalize social protest for the umpteenth time.
- We demand respect for the content of the Universal Declaration of Human Rights and the International Accords and Conventions on Human Rights, ratified by Mexico.

COMUNICADO DE PRENSA

El da de hoy 2 de noviembre se cumple un ao de la resistencia que enfrent el pueblo de Oaxaca hacia la Polica Federal Preventiva, que pretenda ingresar a las instalaciones de Ciudad Universitaria para desalojar la Radio de la Universidad Autnoma Benito Jurez de Oaxaca. Los miles de oaxaqueos, simpatizantes o no con el movimiento social, lograron replegar a los cuerpos policiacos utilizando piedras, palos, pero ante todo, organizacin y solidaridad.
Para celebrar un ao de este acontecimiento, la Asamblea Popular de los Pueblos de Oaxaca convoc a un evento poltico-cultural en el crucero de Cinco Seores de la ciudad de Oaxaca, en donde, en el marco de la celebracin tradicional de da de muertos, desde las 6:00 horas se realizara una ofrenda consistente en un tapete de arena para recordar a los asesinados, presos y desaparecidos durante el conflicto del ao 2006, as como la participacin de numerosos grupos artsticos en el transcurso del da.
Como se haba anunciado ampliamente, a las 6:00 horas, un grupo de personas esperaban los camiones de arena para la realizacin del tapete, cerrando uno de los cuatro accesos de este crucero. Alrededor de las 7:00 horas, arribaron a este lugar varios camiones tipo bunker de la Unidad Policial de Operaciones Especiales, convoyes de numerosas camionetas de la polica estatal y municipal, as como cuerpos parapoliciacos a bordo de motocicletas. Ellos irrumpieron la manifestacin con estos automviles de forma irresponsable, con el peligro de arrollar a los manifestantes; en ese instante con uso excesivo de la fuerza, detuvieron a un nmero indeterminado de personas y se instal un operativo en ese lugar en el que estuvieron revisando las pertenencias a transentes y deteniendo a los sospechosos de participar en estos eventos. Asimismo, los vecinos de colonias aledaas a este sitio han denunciado la incursin de cuerpos policiacos a los domicilios particulares para buscar a los participantes se pudieron haber resguardado.
Hasta el momento, se han reportado dos heridos en el Hospital Civil, alrededor de 43 personas detenidas y trasladadas a los cuarteles de la Secretara de proteccin Ciudadana en Santa Mara Coyotepec, quienes segn denuncia de los propios detenidos, fueron golpeados en estas instalaciones. Los detenidos ya fueron liberados, pero se habla de dos presuntos desaparecidos.
Estas acciones represivas por parte del Gobierno del Estado son una mala seal en la solucin de fondo del conflicto social generado precisamente por el autoritarismo que ha caracterizado a este gobierno. Intentar acallar las protestas de la ciudadana mediante la fuerza policiaca y el terror no refleja ms que la incapacidad poltica para dirigir la vida de un estado sumido en la pobreza y la desesperacin que busca formas democrticas de participacin.
La vida democrtica en una sociedad slo son posibles mediante el dilogo constructivo y la corresponsabilidad social. Pero una vez ms queda demostrado que el llamado de Ulises Ruiz Ortiz para emprender las reformas del estado son slo una simulacin, porque estas acciones propias de una poltica fascista nos demuestran que las puertas para la democracia estn cerradas.
La represin a esta manifestacin resulta ser de una enorme torpeza poltica, primero porque es una tradicin de los mexicanos en esta fecha 2 de noviembre realizar ofrendas para recordar a quienes han fallecido; segundo, porque el movimiento social intentaba conmemorar pacficamente el hecho de haber resistido estoicamente una agresin de la Polica Federal Preventiva a un espacio universitario; y por ltimo, porque se trataba de una manifestacin artstica anunciada con anticipacin. La represin de esta manifestacin de un pueblo que durante ms de una ao ha resistido los embates de la violacin a sus derechos humanos, resulta en una accin vergonzosa para un gobierno que se repite a s mismo que en Oaxaca no pasa nada, cuando todos sabemos que las consecuencias de las estrategias del estado de intimidacin y el terrorismo provocarn enfrenamientos que sern aun ms difciles de controlar.
Lo menos que el gobierno podra haber hecho es respetar la celebracin que se habra anunciado con anticipacin, en aras de la bsqueda de la reconciliacin.
Ante estos hechos, la Liga Mexicana por la Defensa de los Derechos Humanos comunicamos que:
- Responsabilizamos a Ulises Ruiz Ortiz por las agresiones realizadas a los participantes de la movilización social, así como de las agresiones que puedan sufrir en lo subsecuente, puesto que en este momento continúan siendo amenazados por cuerpos policiacos en las manifestaciones pacíficas que se están llevando a cabo.
- Condenamos la utilización facciosa que por enésima vez el gobierno hace del sistema de procuración de justicia para criminalizar la protesta social.
- Exigimos el respeto a lo dispuesto por la Declaración Universal de Derechos Humanos y los Pactos y Convenciones Internacionales sobre Derechos Humanos, ratificados por México.
