Three years ago, during the massacre perpetrated against the people of Oaxaca by the federal and state governments, the most basic human rights and individual guarantees listed in our Constitution were trampled upon, including the free expression of ideas, the right to organize and mobilize, and the right to a person’s physical integrity; all of these were conceived as legal instruments to attain freedom and social justice in our country.

It is publicly known that Oaxaca finds itself in an ungovernable situation since the imposition of Ulises Ruiz Ortiz as governor of the state; as no other governor has had to call off proceedings in municipalities and communities in the face of repudiation by their inhabitants, add to this his political inability to resolve the large number of conflicts that arise in a state of extreme poverty and marginalization, where the neoliberal politics of the last 25 years have destroyed the traditional possibilities of survival of the people in the state.

For several weeks, from the highest levels of the government of [Oaxaca governor] Ulises Ruiz Ortiz, a state-wide campaign of defamation, harassment and persecution has been orchestrated and unleashed against the Committee in Defense of the Rights of the People (CODEP-APPO), a campaign that brings as one of its first consequences the assassination of Sergio Martínez Vásquez, member of the State Council of CODEP. It is important to mention that this calculated murder was preceded by the police surveillance and tracking of our offices and of veiled and open threats against different members of CODEP.
Comrade Sergio worked as a taxi driver and according to initial reports, yesterday, June 7, he made a trip to the Pino Suarez agency in the district of Juxtlahuaca, Oaxaca, was assassinated last night with high-powered weapons, and his body was found today, June 8, around seven in the morning. The way in which it was done and due to some information gathered everything points to the fact that the material actors of this assassination were paramilitary groups that Ulises Ruiz has operating in the region.

On May 6, community members who had been blocking the entrance to the mining project Cuzctalán in the municipality of San José del Progreso since March 16, were evicted by the State and Federal Police forces. Social movements and organization of Oaxaca, such as Oaxacan Voices Building Autonomy and Liberty (VOCAL), the Regional Human Rights Center “Bartolomé Carrasco Briseño” A.C. (BARCA-DH), and the Diocesan Commission for Peace and Justice, denounced the excessive use of force against the citizens demanding their right to the land, as well as the abuse and violation of the human rights of the indigenous communities.
Twelve members of the community were detained during the eviction and there was one injured policeman according to various sources. VOCAL stated in their denunciation that “according to information from those in the community, approximately 1,500 police evicted the roadblock which was demanding the definite closure of the mine, 12 people were detained (their names are not known), 4 people have arrest warrants, and 5 communities are surrounded by police at the moment.”

El autoritarismo que ha caracterizado a los gobiernos ILEGITIMOS de Felipe Calderón y Ulises Ruiz Ortiz se ha agudizado en Oaxaca, el gobierno ha implementado operativos policíacos y parapolicíacos, en contra de integrantes de la APPO, bajo la supuesta lucha del combate al narcotráfico y la delincuencia organizada así como lo demuestran, los siguientes hechos:
El día de hoy, 25 de octubre aproximadamente a las 1 de la mañana con lujo de violencia, sin presentar orden de cateo o denuncia alguna ingresaron al domicilio de Miguel Cabrera 649, colonia centro de la ciudad de Oaxaca, mas de una veintena de elementos de la PFP y de la AFI, destruyendo lo que encontraban a su paso, amenazando con armas de alto poder y golpeando al compañero Luis Ramón González López y a la compañera Isabel a sus hijos y nieto de tan solo 5 años, todos ellos integrantes del Comité de Defensa de los Derechos del Pueblo, organización participante en la Asamblea Popular de los Pueblos de Oaxaca (CODEP-APPO). Bajo el pretexto de hacer un operativo en contra de la delincuencia organizada violan los derechos humanos de hombres mujeres y niños sin que la Comisión Estatal y Nacional de los Derechos Humanos hagan algo contra esta política de terrorismo de estado.
