Señora Isabel y Señora Reyna Ayala Nava Executed in Xaltianguis, Guerrero

URGENT ACTION NEEDED: Señora Isabel y Señora Reyna Ayala Nava Executed in Xaltianguis, Guerrero. Death Threats Made Against Micaela Cabañas, Daughter of Isabel and Member of Nacidos en la Tempestad (Born in the Storm).

By: Diego Lucero Estrada, via Cómite Cerezo México (Human Rights Organization), July 4, 2011. Translated by: Erica Lagalisse, July 4, 2011.

Facts:

At approximately 1 o’clock pm last Sunday July 3rd, Señora Isabel and Señora Reyna Ayala Nava, 54 and 58 years old respectively, were assassinated as they left a temple on November 20th Ave. in Colonia Las Flores, Xaltianguis, in the municipality of Acapulco, Guerrero. Two persons driving a blue car shot them from within the car, and afterwards one of them got out, approached the victims, and stole their cellular phones.

At approximately 5 o’clock pm, Micaela Cabañas Ayala, member of Nacidos en la Tempestad and daugher of Isabel Ayala Nava, received a death threat coming from the cellular phone number of her murdered mother.

Precedents:

Isabel Ayala Nava belonged to the Partido de los Pobres (PdlP – Party of the Poor), a Mexican insurgent organization that operated in the early 70s. She was detained-disappeared in Military Camp No. 1 during 1974-1976 along with other relatives including her soon-to-be-born daughter, and was subjected to cruel, inhuman, and degrading punishment and torture. Her daughter born during this period is none other than the aforementioned Micaela Cabañas Ayala, member of Nacidos en la Tempestad AC.

Due to the aggressions to which she and her family were subject to, upon her release Isabel Ayala Nava felt forced to leave the country for a number of years. In 2008 she returned to live in Xaltianguis, Guerrero.

During the past three years she participated in activities organized by the Izquierdas Unidas del Sur (United Lefts of the South) and the Asamblea Popular de los Pueblos de Guerrero (Popular Assembly of the Peoples of Guerrero). She also supported her daugher Micaela Cabañas Ayala in her activities with Nacidos en la Tempestad, and pronounced herself in favor of re-initiating a campaign to demand the presentation of all detained-disappeared persons during Guerrero’s dirty war.

Two of the murdered women’s brothers were assassinated during the first months of 2011. When the Ayala family then demanded an elucidation of events and official investigation into the crimes, they began to recieve anonymous death threats.

We consider these precedents to implicate the responsibility of the State in these recent murders and death threats, whether by action or omission, due to the fact that: Authorities never condemned nor investigated the acts related to Isabel Ayala Nava’ past forced disappearence, nor ceased harassing her family for years after, generally keeping the Ayala Nava family in an extremely vulnerable situation.

In Light of the Above we Demand:

– In reference to Article 8 of the Constitution, we demand that the President of the United States of Mexico insist, throughout the realm of his power and with all his capacity, that an investigation be conducted into the acts described above, and that he keep us informed regarding any action the government decides to take to resolve this affair.

– We also demand that the State of Mexico protect the physical and psychological integrity of Micaela Cabañas Ayala, as well as her relatives.

– Finally we make the broader demand that the State generally bring its actions to conform to the Universal Declaration of Human Rights, as well as the related International Pacts and Conventions that have been ratified by Mexico.

To All International Human Rights Protection Organizations:

We urgently solicit your intervention in this matter. We ask you to express concern corresponding to the gravity of this situation, and to urge the Mexican government to attend to our petition presented here.
