This multi-media workshop/presentation is intended to introduce the audience to neoliberalism through the eyes of a popular resistance in Oaxaca, Mexico. The workshop will include scene selections from three films: “El Enemigo Común” (2005), “El Machete” (2007) and “Paz Sin Justicia” (2008) in order to illustrate neoliberal atrocities and community based resistance to them. The first film documents some paramilitary activity in Oaxaca from 2000-2005, leading up to the arrival of Ulises Ruiz Ortiz, Oaxaca’s current governor. The second film has been filmed and edited by indigenous women and youth from communities in Oaxaca, during the winter of 2007, and documents a more profound look at the day to day struggles for land, water, transportation, culture, dignity, justice, liberty, and peace.

“Paz Sin Justicia,” a 41 minute film by the Committee in Defense of the Rights of the People - CODEP, examines what Oaxaca looks like today, and what it really means for Oaxaca to return to normal after the 2006 uprising. Corruption, institutionalized repression, and economic slavery are the standard through which, a weak government attempts to hold itself together, and stay in power.

On October 29th, two Days after the murder of NYC Indymedia Journalist Brad Will, the Mexican Federal Prevention Police (PFP) entered Oaxaca City, Oaxaca to “restore law and order”. It took the PFP an entire month to brutally repress the social movement of the Oaxacan People’s Popular Assembly (APPO). On Novemebr 25th, 2006 the PFP claimed its victory over the social movement.

The mass media and the Oaxacan State government maintain that law and order has been restored in Oaxaca, and that the radical elements of the APPO have been dealt with. They claim that Oaxaca is back to normal, and in peace. “Paz Sin Justicia,” a 41 minute film by the Committee in Defense of the Rights of the People - CODEP, examines what this peace looks like today, and what it really means for Oaxaca to return to normal. Corruption, institutionalized repression, and economic slavery are the standard through which a weak government attempts to hold itself together.

All the while the Oaxacan People’s Popular Assembly (APPO), along with Oaxacans in general, wait for the next moment to practice what they have already begun: self-determination, autonomy, popular power, and the dignity that comes with rising up from below.

The first was produced by Austin Indymedia and the second by indigenous women and youth of communities integrated with the Comité de Defensa de los Derechos del Pueblo (Committee Organized in Defense of the People’s Rights).

Report from the First APPO Youth Encuentro
January 15th, 2008 - Comision de Prensa y Propaganda CODEP writes:
On January 12th and 13th the first APPO Youth Encuentro was held in Zaachila, Oaxaca, Mexico.
Among the many Plans of Action agreed upon by the diverse group of young folks, was a march on January 15th for the liberation of political prisoners in Oaxaca, in particular David Venegas Reyes.

Múltiples intentos para infiltrar y dividir ha hecho el tirano Ulises Ruiz Ortiz, a las organizaciones sociales, que resistimos en contra de la política económica de exterminio, que ha nombre de las grandes empresas extranjeras el tirano pretende imponernos a los oaxaqueños, es el caso del CODEP que, para doblegarnos y que dejemos de exigir justicia por los muertos del movimiento y su remoción del gobierno, ha intentado incluso el asesinato de nuestros militantes.

July 26th, 2007 - CODEP writes: APPO is a popular magisterial movement formed to resolve the conflict created by the tyrant Ulisés Ruiz and backed by ex President Vicente Fox Quesada and the illegitimate Fecal and all of the government apparatus that support them in the state of Oaxaca.

In November 2006 APPO finally met and formally constituted its existence as the Popular Assembly of the Peoples of Oaxaca despite the obstacles created by some organizations that opposed its creation.

Among the themes generated by this assembly were defining the characteristics that APPO should have, as well as the objectives that it should strive for, based on the following general considerations (en español)

Los grupos de poder, en todo momento juzgarán nuestra lucha como violenta e irracional, porque atenta contra los intereses de grupos, están acostumbrados a vivir de los recursos públicos, sin que nadie les exija cuentas, sin que nadie proteste, simplemente aceptar, callar y un grupo reducido decida a nombre de los Oaxaqueños.

Por más de 78 años de priísmo en Oaxaca, hemos vivido sometido al caciquismo político de los grupos de poder y la pobreza que es el resultado de tantos años de olvido. También los pueblos indígenas han vivido bajo las políticas de prebenda del gobierno, victimas del engaño y sometimiento de los que están acostumbrados hablar a nombre de ellos. Por lo tanto nuestra lucha e ideas distan de la posición de los que pretenden vivir bajo el mismo esquema, por lo que, harán uso de todo los medios que tengan a su alcance para criminalizarnos, y tildarnos de malos ante el pueblo para que se nos rechace alejando todo posibilidad de generarla organización.
